Communiqué par: ministère des Affaires étrangères et européennes En date du 31 décembre 2019, l'Organisation mondiale de la santé (OMS) a été informée par les autorités chinoises d'un épisode de cas groupés de pneumonies dans la ville de Wuhan en Chine. La cause de ces pneumonies a été identifiée: il s'agit d'un nouveau type de virus corona, dénommé 2019-nCoV. Si la transmission de ce virus se fait vraisemblablement à partir d'animaux, la transmission interhumaine a entretemps été démontrée. Le 30 janvier 2020, le Comité d'urgence du règlement sanitaire international de l'OMS a conclu que la flambée épidémique constitue désormais une «urgence de santé publique de portée internationale».
Dans ces circonstances, le ministère des Affaires étrangères et européennes (MAEE) recommande aux citoyens luxembourgeois de reporter, dans la mesure du possible, tout déplacement non-essentiel en Chine. Le ministère recommande également d'éviter tout déplacement dans la province de Hubei et à Wuhan en particulier. La ville de Wuhan est de facto en état de quarantaine et il n'est plus permis de quitter la ville sans autorisation.
Pour les ressortissants voyageant actuellement dans la région, il est recommandé de suivre de près l'évolution de la situation et de se tenir aux instructions des autorités locales. Le ministère recommande d'éviter tout contact avec des animaux, vivants ou morts, notamment dans les marchés, tout contact rapproché avec des personnes souffrant d'infection respiratoire fébrile, de se laver régulièrement les mains avec de l'eau savonneuse ou avec des solutions hydro-alcooliques. Le MAEE réfère les ressortissants luxembourgeois également aux informations publiées et régulièrement mises à jour par le ministère de la Santé (www.sante.lu/coronavirus).
Le MAEE recommande également à ses citoyens de consulter régulièrement le site internet du European Centre for Disease Control (ECDC) et de l'Organisation mondiale de la santé, ainsi que le site de l'ambassade du Luxembourg en Chine:

Chinese government has released information about the epidemic in a timely, open, transparent and responsible manner, responded to concerns of all sides actively, and enhanced cooperation with the international community. China attaches great importance to the cooperation with the WHO. The WHO is welcome to participate in the epidemic containment, and WHO experts have visited Wuhan in central China where the virus first broke out. China is ready to work with the WHO as well as the international community to safeguard regional and global public health security. China has the full confidence and capability to win the battle against the virus with concerted efforts, scientific containment and targeted policies under the strong leadership of the CPC.
Tedros said, it is admirable that the Chinese government has shown its solid political resolve and taken timely and effective measures in dealing with the epidemic. President Xi's personal guidance and deployment show his great leadership capability. China has released information in an open and transparent manner, identified the pathogen in a record-short time and shared the genetic sequence of the novel coronavirus in a timely manner with the WHO and other countries. China's measures are not only protecting its people, but also protecting the people in the whole world. It showed China's efficiency and the advantages of China's system.
